Add issue 353 to next agenda

I would like to see Issue 353 Clarify Purpose of Menu Navigation<https://github.com/w3c/aria-practices/issues/353> on the next agenda for the working group.
This is a big issue and the APG should be providing clarity on navigation options and at least help developers understand the range of options that different navigation.

I believe we should be demonstrating a range of options related to the navigation landmark for creating collections of navigational links for a website, including:

Menubar pattern
Menu button pattern
Disclosure pattern
Simple tab interface

Then provide information on the benefits and limitations from both a user experience and development perspective.
