Updated toolbar example with WCAG 2.1 compliant tooltips for hover

I have updated the toolbar example to include the hover features required by WCAG 2.1:

In this example a tooltip appears for the bold, italic, underline and text alignment buttons.

In this version I have also:

  1.  Removed the tooltip role
  2.  Added aria-hidden to the button icon span
  3.  Added documentation related to the tooltip in the accessibility features section
  4.  Updated the keyboard, and property and state tables

Please test it out and give me feedback on other changes or improvements.
