Documenting consensus on limiting structures to states and properties that do not convey interaction

During our Jan 29 meeting, we discussed whether states and properties that
convey interaction, such as aria-expanded, should be permitted on structural
roles. 

 

I attempted to document the task force position in this comment:

Since we didn't document the consensus in the minutes, it would be helpful
if you would give that comment a thumbs up. Or, if you do not agree with the
statement, please add a comment explaining how it should be changed.
