Hi Matt,

I was planning to read through SVG native spec with a cup of tea.  But it seems that I would not have the time for the reading. 😉

Yes. My understanding is that “the <title> and <desc> elements are the only non-ARIA way to specify an accessible name and description in SVG”

(I know there was some different opinion about using <title> attribute as the accessible name. However, that would not be a deal breaker discussion for the current topic.)

I will try to add some reference if I find anything.

    Alongside Janina Sajka, I'm one of the co-chairs of the W3C's Accessible Platform Architectures (APA) Working Group. I'm told by Janina that you helped us out in the past by reviewing SVG for accessibility concerns. We are currently reviewing SVG Native [1] and came up with some concerns that we want to raise with the SVG group. We have a small technical question about SVG that we were hoping you might be able to answer for us - thanks in advance if so, and no worries if not.

    SVG Native is designed for displaying non-interactive images outside of web browsers. Our concern is that SVG Native removes the ability to provide an accessible name or description for an image. We are planning to ask that the <title> and <desc> elements be allowed in SVG Native, so that there is the possibility of exposing an accessible name and description. We are wondering if you would be able to confirm: is the <title> element the only way to provide an accessible name, and the <desc> element the only way to provide an accessible description for an SVG that doesn't involve the use of ARIA? ARIA attributes will not be supported in SVG Native, due to being outside of a browser. We are also not trying to provide alt text for parts of an image; just for the image as a whole.
