ARIA WAI site in github

Following conversation in WAI-CC today, I've put a copy of the ARIA site 
on w3.org/WAI/ARIA into Github:

https://github.com/w3c/aria/tree/wai-site

It's in an orphan branch so it won't be connected to other work 
happening. This may be a temp solution. If you make edits, you can ping 
me to post them on the WAI site.
