Question about Tabs with Automatic Activation V25.07.30 test plan

I started with Tabs with Automatic Activation V25.07.30<https://aria-at.w3.org/test-review/163651> test plan and immediately ran into conflict.
Here’s the details:

I assume when we say down, down and down key, we need to capture all the information as we arrow down. I tested did the above test several time and I don’t see “tab list”. Before I continue, I like some clarification.
Matt, if it is not too late, it would be great if it can be added to the agenda.
