48 hour CFC: Change License to "Software and Document" license in ARIA charter renewal

Following discussion in https://github.com/w3c/strategy/issues/282 this is a CFC to change the Licensing section of the new ARIA charter (section 9) from:

"This Working Group will use the W3C Document license<https://www.w3.org/Consortium/Legal/copyright-documents> for Recommendation track deliverables and the W3C Software and Document license<https://www.w3.org/Consortium/Legal/copyright-software> for Note track deliverables and licensed non-TR publications."
to
"This Working Group will use the W3C Software and Document license<https://www.w3.org/Consortium/Legal/copyright-software> for all deliverables."



Action

This CfC is now open for objection, comment, as well as statements of support via email. Silence will be interpreted as support, though messages of support are certainly welcome.
