I don't oppose the CFC, but neither am I comfortable supporting it. The concern is that "should not" may be insufficiently strong to discourage authors and application developers from hiding material that could benefit people with disabilities (in particular, those with learning and cognitive disabilities) who do not use ARIA-capable AT, or indeed AT at all. A further concern is that hidden material is invisible to developers and evaluators unless they inspect the DOM or use accessibility API viewing tools. This surely cannot help in reducing the occurrence of mistakes.
