There are requests from the public to be able to subscribe to this list.
In the past we have used the wai-xtech list as an open discussion forum
but the group desires to consolidate its discussions. On the other hand,
posts from people who are not participants in the group could
potentially present problems with respect to the patent policy
commitments that participants in the group have made. Participants in
the group also commit to exercise technical competence in one's role,
the ability to act fairly, and social competence in one's role, and if
people join the list without those commitments we could have problems
maintaining a productive discussion. Yet the group would like to be able
to enable input from a wider base than the Working Group itself.

The resolution of the teleconference was to adopt a policy that public
subscription to the list will be allowed, but it will be carried out via
a manual process, rather than automatic self-subscribe. A request to
subscribe would be directed to the staff contact, who would reply with a
short set of commitments asked of list subscribers, and upon receiving
an affirmative reply, would subscribe the person. This would allow
public subscription while allowing us to document equal commitments
between Working Group participants and other list subscribers.

ACTION TO TAKE

According to the ARIA WG Decision Policy [1], this CfC is now open for
objection, comment, as well as statements of support via email. Silence
will be interpreted as support, though messages of support are certainly
welcome.

If you object to any part of this proposed action, or have comments
concerning this proposal, please respond by replying on list to this
message no later than 23:59 (Midnight) Boston Time, Tuesday 8 December 2015.
