There is no explainer for the full spec that I am aware of, but there is one for forced colors mode (https://github.com/MicrosoftEdge/MSEdgeExplainers/blob/main/Accessibility/HighContrast/explainer.md) which is currently out of date but does get across the main motivation and functionality. Other comments: I am mainly looking for review on the updates to forced colors mode, as this feature is highly tied to the contrast themes accessibility feature on Windows.
