Proposed comment on Screen Orientation

Hi all,

Thank you to those of you who looked at this spec. Also apologies to those
of you who volunteered and I didn't tap for it - I was looking back in the
minutes and I'd mixed up who was to review it. Anyway, I have something
small and urgent for you all to look at. Whilst we are happy with the spec
overall (from our discussion) there is a re-wording that I wanted to propose
to the group, because I think it'll make their Accessibility Considerations
section clearer.

I followed the process documented in the APA wiki [1] to do this. What I
need is for you to look at my proposed comment (just the 'Proposed Comment'
section of the following issue). If you're OK with it (or not) please
indicate via +1/-1 reactions on there, or by replies on this thread.

If you're happy with it (or nobody has serious objections) by the end of the
week, I'll post it (we are late on this one, hence the rush).
