SImple page to help convert citations to the Respec JSON form.

Hi Folks

To make the drafts for COGA's research modules, I had to convert a lot of
references and citations from different formats in our different
spreadsheets to the Respec JSON form.

 I made a small html page to help convert  citations to the Respec JSON
form.  Note that it is buggy, but better than nothing and Jannina suggested
it may be useful for all of us.
