Thanks for bringing in this perspective. I am copying Gregorio, our team member who is in discussion with EU for these requirements. Gregorio, Please go through the following email from Gottfried. One of the main goal of EPUB Accessibility 1.1 was to align it with EAA. But, if there are still possibilities of such complexities, then we should figure out appropriate solution. For legal conformance, the MUST statement above is the only legal requirement; any recommendation is not legally relevant, even if it is strong. The publishers in Europe will resort to a minimum conformance, which is conformance to WCAG 2.0 single-A. EPUB Accessibility 1.1 refers to the latest version of WCAG, which is currently 2.2. In case there is WCAG 2.3 or 2.4 in future, EPUB accessibility will refer to it. We do allow EPUB Accessibility 1.1 to refer to WCAG 2.0, in case some publisher needs it, but it is not a recommended practice. We fixed this in EPUB Accessibility 1.1, released in May 2023. Let's look for a suitable date a bit later in May? Perhaps 15 May? Later in the month also works. For context please note that APA is also requested to review a fixed layout Epub draft specification here: <https://w3c.github.io/epub-specs/epub33/fxl-a11y/> https://w3c.github.io/epub-specs/epub33/fxl-a11y/ A preliminary discussion of this Epub spec occured in APA on 17 April and is logged here: <https://www.w3.org/2024/04/17-apa-minutes.html#t05> https://www.w3.org/2024/04/17-apa-minutes.html#t05 Note we were considering whether the json graph data visualization approach developed in a W3C Community Group might provide a solution. The point is that the EAA makes a difference between ebooks in EPUB3 vs. ebooks in PDF. Therefore, the two following standards are relevant, when it comes to compliance of ebooks to EAA: > > * For ebooks in EPUB3: W3C EPUB Accessibility 1.1<EPUB%20Accessibility%201.1> > * For ebooks in PDF: EN 301 549 v4.1.1 (coming) > > Here is a summary of the main differences between the two standards: > > * EPUB Accessibility is based on WCAG 2.0 A (as requirement), whereas EN 301 549 v4.1.1 will be based on WCAG 2.2 AA > * EPUB Accessibility includes metadata for discoverability, but EN 301 549 not currently. > > A group of accessibility experts (including me) has met a couple of > times to discuss this problem. The result of our discussions is attached as "Manifest on convergence of e-book accessibility standards". We want a consolidation of standards for ebook accessibility, so that publishers do not need to make a difference between ebooks in EPUB3 and ebooks in PDF format. > > Can we discuss this in one of our upcoming meetings? > > Best regards, > Gottfried > > [Logo: Kompetenzzentrum Digitale > Barrierefreiheit]< <https://barrierefreiheit.hdm-stuttgart.de/> https://barrierefreiheit.hdm-stuttgart.de/> > [Logo: Hochschule der Medien]< <https://www.hdm-stuttgart.de/> https://www.hdm-stuttgart.de/> > > Onlineangebote des Kompetenzzentrums Digitale Barrierefreiheit: > § TRAINomat< <https://trainomat.bf-lernen.de/> https://trainomat.bf-lernen.de/>: Meine persönliche > Ressourcensammlung § Kursangebote: > Grundlagen<https://digitalisierung.hdm-stuttgart.de/barrierefreiheit/e > infuehrung-in-web-barrierefreiheit-web-accessibility/> | > Web-Barrierefreiheit<https://digitalisierung.hdm-stuttgart.de/barriere > freiheit/einfuehrung-in-web-barrierefreiheit-web-accessibility/> | > Workshop-Katalog<https://digitalisierung.hdm-stuttgart.de/barrierefrei > heit/workshop-katalog/> § YouTube Playlists: > Masterthesen<https://www.youtube.com/watch?v=5mia8RQpUOg&list=PLNVCxdMrGvQl9 LnWPU5OcbcbUXCSonADz> | Bachelorthesen<https://www.youtube.com/watch?v=3PWcBHQt45o&list=PLNVCxdMrGvQ nsP2_FnG6bdvrs0UB7xk7P> | Usability Projekte<https://www.youtube.com/watch?v=oOS3F29rIm8&list=PLNVCxdMrGvQlaCtmU v7RMJJxt0RLtGlRf> | > > Smarthome-Projekte<https://www.youtube.com/watch?v=rn_9uWXsB5c&list=PL > NVCxdMrGvQm7L8ZzTCffs9jgmbEkIOnr> | > Webinare<https://youtube.com/playlist?list=PLNVCxdMrGvQlteN1Qd99X-EjTG > lx6If0V> | WCAG 2.1 > erklärt<https://www.youtube.com/playlist?list=PLNVCxdMrGvQmJfGplIu4wq6 > GpQG12Z3MT> | Von Anfang an< <https://gpii.eu/vonanfangan/> https://gpii.eu/vonanfangan/> § > Bibliothek > Abschlussarbeiten<https://www.zotero.org/groups/5070492/hdm-zimmermann > -abschlussarbeiten/library> § > Netzwerke< <https://cloud.bf-hdm.de/s/DYJ8BfkDFMM6oqJ> https://cloud.bf-hdm.de/s/DYJ8BfkDFMM6oqJ> | > Veranstaltungen< <https://cloud.bf-hdm.de/s/6rCp9DJ29QTosQH> https://cloud.bf-hdm.de/s/6rCp9DJ29QTosQH> > § Abonnieren Sie unseren > Newsletter<https://digitalisierung.hdm-stuttgart.de/barrierefreiheit/n > ewsletter/>, um auf dem Laufenden zu bleiben § Mailingliste für > Jobangebote in > Barrierefreiheit<https://www.listserv.dfn.de/sympa/admin/hdm-bf-job-ma > rket> > > [IAAP Certified CPWA] > > Prof. Dr. Gottfried Zimmermann > Professor Mobile User Interaction > Hochschule der Medien Stuttgart > Email <mailto:gzimmermann@acm.org%3cmailto:gzimmermann@acm.org> gzimmermann@acm.org<mailto:gzimmermann@acm.org> > Web > <http://www.hdm-stuttgart.de/home/gzimmermann%3chttp:/www.hdm-stuttgart.de/h ome> www.hdm-stuttgart.de/home/gzimmermann<http://www.hdm-stuttgart.de/home > /gzimmermann> Publications > <http://www.zotero.org/gzimmermann%3chttp:/www.zotero.org/gzimmermann> www.zotero.org/gzimmermann<http://www.zotero.org/gzimmermann> > Phone +49 711 8923-2751 > Büro: Nobelstr. 5, > Stuttgart-Vaihingen< <https://goo.gl/maps/pvYsfQML4dZTPc4P7> https://goo.gl/maps/pvYsfQML4dZTPc4P7> > Postadresse: Nobelstr. 10, 70569 Stuttgart > > > -- Janina Sajka (she/her/hers) Accessibility Consultant <https://linkedin.com/in/jsajka> https://linkedin.com/in/jsajka The World Wide Web Consortium (W3C), Web Accessibility Initiative (WAI) Co-Chair, Accessible Platform Architectures <http://www.w3.org/wai/apa> http://www.w3.org/wai/apa Linux Foundation Fellow <https://www.linuxfoundation.org/board-of-directors-2/> https://www.linuxfoundation.org/board-of-directors-2/
