I've looked at a few Task Force Work Statements and not seen any discussion of decision policies. An example is the current COGA Work Statement: https://www.w3.org/WAI/GL/task-forces/coga/work-statement I think we have intended that our Task Forces are governed by the decision policies of our parent working groups as no task force is independent, but perhaps we do need to be more explicit about that. In the case of COGA there is also the issue of divergencies in the policies of its two parent WGs. In any case we are all governed by the official W3C policies which are always under review for enhancement. Best, Janina
