Other comments: A number of JS libraries provide for scroll-linked animations, i.e. animations that are tied to the scroll position rather than to time. (These should be distinguished from scroll-triggered animations, which are time-based animations that are triggered by a particular scroll position.) This CSS module provides both a standard API extending the Web Animations API, as well as declarative methods using CSS properties, to create such animations. From an a11y point of view, this module makes it a lot easier to create such animations; but also makes it possible for the UA to interfere with them if necessary. For an a11y review of this draft, I think reading the introductory sections and merely skimming the rest of the API definitions should be enough to identify any accessibility issues.
