My buddy Word Smith suggests:

For the user-facing aspects of Payment Request API, implementations
integrate with platform accessibility APIs via form controls and other
input and output modalities. Furthermore Additionally, to increase the
intelligibility of the payment total, shipping addresses, and contact
information, implementations SHOULD (MUST?) format data according to system
conventions.

In order to guarantee maximum security, transparency, reliability and
accessibility for the all users, the user-facing aspects of Payment Method
API implementations SHOULD (MUST?) comply with the highest level of
accessibility requirements possible (by platform) for from the current
accessibility standards as defined by the W3C, including the Web Content
Accessibility Guidelines <https://www.w3.org/TR/WCAG21/> (WCAG) in
iterations later than 2.1 and all forthcoming any future relevant documents.
