I've reviewed Pointer Events Level 2 FPWD. [1] The TLDR is that there is 
nothing here that flags any accessibility concern for me.

The specification itself is aimed at pointing devices, but there is text 
in the spec that stresses the importance of other/alternate input 
devices and which references WCAG. That seems reasonable to me.
