ACTION-2012: CSP 3 review

I reviewed this document.  It applies to web "applications" and native
applications.  And that's great.  It does not have a11y considerations per
se.  The tools are there to help applications define their sandbox so that
the user agent can limit the resources that the application has access to
accordingly.

So, my conclusion is that we can safely ignore this specification.
