Decision on CfC: Adopt Maturity Model Development

Colleagues:

The below Call for Consensus (CfC) for APA to adopt development of the
Maturity Model work (previously a Silver Community Group activity)has
received only messages of support. This CfC is consequently agreed to as
a consensus decision of APA.

Special Note: While no response opposed this CfC, one response did
complain of inadequate management of comments submitted to an earlier
draft of the Maturity Model document. The complainint is registered
