I don't object to the transition, but I do have the following concerns: Some of the editor's notes should probably be converted to actual notes in the text, and I would expect all editor's notes to be removed before a CR transition. The symbol numbering documents from BCI cited in section 3.6.1 should probably be included in the bibliography as normative references. The bibliography should be divided between normative and informative references. Without a normative reference, there is no constraint on the values of the proposed "symbol" attribute. One could argue that the normative character of the references in section 3.6.1 is implied, but in my view it would be better to formalize it.
