Subject: Call for Consensus (CfC): Publish FPWD of CAPTCHA

Colleagues:

This is a Call for Consensus (CfC) to the Accessible Platform Architectures (APA) Working Group proposing returning our existing Working Group Note, "Inaccessibility of CAPTCHA" to a First Public Working Draft (FPWD) publication for further development and eventual elevation to W3C Statement status as provided for by the W3C Process 2021:

Section 6.4.3 Elevating Group Notes to W3C Statement status https://www.w3.org/2021/Process-20211102/#memo

 The current Note is published here:

 http://www.w3.org/TR/turingtest

***Proposed Process***

Approval of this CfC will:

1.)	Publish the current Note as a new FPWD, requesting wide review;

2.)	Assign further development of this Note to our Research Questions Task Force
(RQTF), with our explicit authorization to  publish updated Working Drafts of this note as RQTF may see fit until;

3.)	RQTF returns a completed Note Draft to APA for CfC approval to
publish an updated APA Working Group Note and;

4.)	Elevation to W3C for publication as a W3C Statement as provided
for in Sec. 6.4.3 of Process 2021:

https://www.w3.org/2021/Process-20211102/#memo

***Action to Take***

This CfC is now open for objection, comment, as well as statements of support via email. Silence will be interpreted as support, though messages of support are certainly welcome.

If you object to this proposed action, or have comments concerning this proposal, please respond by replying on list to this message no later than 23:59 (Midnight) Boston Time, Wednesday 17 November.

NOTE: This Call for Consensus is being conducted in accordance with the APA Decision Policy published at:
