It's +1 from me if all of the following comments turn out to be editorial in nature.

Section 2.1: After "W3C normative specifications", there is a list of three items that I suspect should be addressed or removed before the Charter is reviewed. I note that a pronunciation specification is now included among the deliverables, so the first item in the list, "May need to recharter early to add Pronunciation", seems to have been resolved.

End of section 2.1: There is template text here that begins "Web [spec name]". This is probably due for editorial removal prior to circulation of the Charter.

Section 4, first paragraph: "this Working Group will seek horizontal review for accessibility...". A Working Group that proposes to seek "horizontal review" from itself somewhat stretches the idea of horizontal review. Perhaps the intention is to obtain the review from other W3C/WAI Working Groups instead. Is it possible to clarify the text here to make the intent obvious to Charter reviewers?

As noted, I support the Charter if the above issues are considered not to be substantive.
