Decision on CfC: Grant updated working draft publication rights to our Task Forces

Colleagues:

This Call for Consensus received only messages of support. Consequently,
it is agreed to as an APA consensus decision. Our several Task Forces
named here: Personalization, Pronunciation, and Research Questions now
join COGA with permission to publish updated working drafts whenever
they deem appropriate.

As noted in the CfC below, APA consensus will always be required for
First Public Working Draft (FPWD) publication of new documents; and, it
will always be required when advancing normative specifications to
Candidate Recommendation (CR) status (or beyond), as well as when
advancing note track documents to final publication status.
