Decision on CfC: Personalization TF Publication Requests

Colleagues:

This Call for Consensus has received no objections and only messages of
support. It is consequently agreed to as a consensus decision of APA,
and the publication of the referenced documents will proceed. Standing
permission to publish future working drafts is also granted by consensus
decision of APA.
