[web-annotation] Protocol example 11 should not include Vary: Prefer

As pages in fact do /not/ vary based on Preferences.  The preference 
is sent to the Container and passed down to the pages via their URIs, 
as different preferences for pages are almost certain to generate 
different sets of annotations. 

Fixed when the header is just `Vary:  Accept`
