Hi Sarven,
I don't see any reference to oa:rights in either the vocab or the model...
where do you see it?
As far as I can tell, dcterms:rights is used correctly in the context and
https://www.w3.org/TR/annotation-vocab/#dcterms-rights in the vocab.
