That still sounds too much like a hack just get an implementation, and regardless, no 2nd implementation is on the horizon. I think it okay to drop Choice-Target from normative part of the Recommendation. The use case was always a little weak for Choice-Target as compared to Choice-Body and I think we were unduly influenced by a desire for symmetry.
