Creator of Target

In editing the model document, I had a thought ...

Would associating creator with a SpecificResource that is used in the
target role be sufficient for the tests?  That's very easy, as the
SpecificResource could be considered to be created by the user, not the
publisher of the full resource?

For example, a user highlights a region of text to comment on and the
client creates a SpecificResource for that.  The creator of the region is
the user, no?

Too late? Too much of a hack?
