[admin] feedback needed on /TR Style Sheet Update 2016

There is a Style sheet survey for TR publications, deadline 10 July, which Rob and I can complete but we need input from you and especially editors

I've drafted responses below, ask for help in [[ here ]] (not sure why this set of changes is necessary, presume there is a clear reason)
