Windows 10 with annotation/sharing features (?)

I was just looking at the new Windows 10 live presentation. Unfortunately
I've joined late, however...

The new Windows seems introducing annotation of web content and sharing
features. So you can express your thought as annotation on web pages and
share them. It looks like they anchor it to a location more than a precise
item but that might not be accurate as it was not a detailed presentation
on the topic.

They also mentioned PDF rendering and markupping (annotating) of PDF in the
same space of the web pages.

I am assuming the whole video will be available for streaming after the
presentation.
