agenda+ Proposing 2 new FPWDs

As discussed previously, i'd like to publish the following as First 
Public Working Drafts. The EDs are in the alreq repo, since they are 
both for languages written using the Arabic script.  The documents 
include all the generic bidi issues that have been raised in the 
arabic-farsi document, plus one language-specific issue each.
