Spammer user blocked and reported

Hello everyone,

There was a spam comment on this PR
<https://github.com/w3c/alreq/commit/de32a86086d54e5beff5a8d645e43fcc52c0147f>.
I deleted the comment, blocked and reported the user to Github. Following
is the ticket files with GH for that report:
