ALReq Weekly Meeting, 18 April 2017: Telecon Minutes

Minutes from the meeting today available here:

NOTE: We used to scribe details of the discussions in the minutes, but it
was slowing down the meetings and needed extra work later to summarize it
on the original discussion places (mainly github issues). Because of that,
we have slowly migrated to updating github issues during the meeting
directly and summarizing conf-call conversation in the issues (and updating
their status, etc), which has reduced the size of the meeting logs. So, in
the minutes, there are links to github issues discussed in the meeting, and
the actual updates about the github issues are in the github issue itself.
Looks like it's working fine. Please let me know if you have any comments.
