Dave, ideally, yes, entities are aware not only of their goals and their environments but also the results their actions are creating, not only in the near term but also the long run. However, practically speaking, that may be seldom, if ever true.
In the case of U.S. federal agencies, they have failed for more than a decade to comply with the law directing them to report their results in machine-readable format. The charitable interpretation is that they have not been conscious of that requirement rather than that they are willfully ignoring the rule of law, in the elitist spirit of rules for thee and not for me.
What is the value of awareness if not to help us achieve our goals?

That’s just another way to describe goal driven behaviour and omits the notion of awareness in the dictionary definitions. Conscious entities are aware of their goals and the environment they are situated in.
