The GDPR is valid jurisdiction in more than just the EU member states and de facto applicable to more than half of all member states of the United Nations.

In his book AI Superpowers: China, Silicon Valley, and the New World Order, author Kai-Fu Lee points out a major weakness in China's quest for AI world dominance.
It is betting on all of its money on deep learning and massive data mining as key technologies for AI.
The GDPR makes this impossible, and instead of viewing this as a weakness, we should see this as a major advantage for AI policies in EU member states.
I had the good fortune yesterday to attend the Second National Innovation Summit of my small native country of Aruba, in the Caribbean, where we are together with the eGov Academy of Estonia preparing Aruba to become the first country in the Western Hemisphere to adopt the Estonian eGovernment model for the public sector.
Linnar Viik, the pioneer who spearheaded the digital quantum leap in his native country of Estonia, gave an exciting expose of the transition processes in Estonia and pointed out the importance and opportunities provided by eGovernment and how the GDPR actually is beneficial, and will force the global AI market to reinvent itself.
Deep learning and the brute force massive data mining are a trend which will soon burn out itself.
We should instead focus on approaches as indicated in several books including by Judea Pearl, which stress cognitive architectures and causal reasoning and KNOWLEDGE REPRESENTATION.
Here is where the cutting edge research efforts in Europe and the USA can combine forces and stop the Chinese quest for world dominance dead in its tracks.
