I'm not sure what to make of it but the author's proposed model comprised of input, processing, and output is overlapped by the StratML value chain:  Input > Input_Processing > Output > Output_Processing > Outcome.  http://stratml.us/references/oxygen/PerformancePlanOrReport20160216_xsd.htm#ValueChainStageType
He says the model can "express process knowledge, and at the same time, it has a strong ability to solve problems."  Another way stating the proposition of "solving problems" is to achieve longer-term goals (solving bigger, longer-term problems) and near-term objectives (solving, smaller, more manageable problems in the near-term).
Facilitating engagement of stakeholders toward the achievement of goals and objectives is the essence of the purpose of the StratML standard.  Presumably so too should be the representation of knowledge.
I'm copying the author for any comments or suggestions he may wish to offer.
