RE: REFLOW testing

Good day,
The following rule, sourced directly from the webpage https://www.w3.org/WAI/WCAG22/Understanding/reflow.html , has sparked considerable discussion within the WCAG tester community.

Content can be presented without loss of information or functionality, and without requiring scrolling in two dimensions for:

Vertical scrolling content at a width equivalent to 320 CSS pixels

Some testers contend that the checkpoint for this criterion is set at 320px, suggesting that any issues occurring on larger screens should not be considered failures under this criterion as long as no problem occurs on screens with a width of 320px. However, I believe that reflow considerations cannot be limited to screens of only 320px in width, which is unusually small by today's standards.

To illustrate my point, I developed an example page where the layout breaks at certain screen sizes but reflows correctly at others including screens with a width of 320px.
Please visit the page below and gradually reduce the screen size (restore down) to observe how reflow can fail on larger screens while passing perfectly on smaller ones, within the indicated testing area:

Question: Does this page pass the Reflow criterion?
I believe that including a specific example of this aspect on the webpage would be very helpful.
