How to Exactly Meet 1.3.5 with a Bad and Good Example?

Isn't the purpose of this criterion to help users complete forms which are
collecting information about themselves? There's no real example of what to
do. It's not explicitly saying that the autocomplete must be used or
microdata, etc. There have been discussions throughout the year that it's
not clear what is being told. As far as I'm aware, as an example, if
autocomplete is not used, the input is failing.
