Hey folks, This pull request added 2.1.3 Keyboard (No Exceptions) (AAA) to this rule, as well as tweaking the rule's title. It is incorrect for this rule not to fail 2.1.3 for the same reason that Scrollable content can be reached with sequential focus navigation fails 2.1.3. The only difference between 2.1.1 and 2.1.3 is an exception for path based input. That's not relevant for this iframes or scrollable regions, so the rule applies to both criteria. IMPORTANT: This is going to cause all implementations consistent with this rule to go to partially consistent. That is why this is a two week call for review, ending February 24th.
