Changing ACT meeting schedule

Hey folks,

ACT has been experimenting with different meetings over the summer, and we
have come to some conclusions which has lead us to change how we're going
to schedule our meetings going forward. Please read this carefully, and
update your calendar where necessary. The W3C calendar will be updated to
match this as well.

*ACT Community Group (CG) meetings*
Purpose: Discuss new rules, updates to rules, open questions, etc.
For who: everyone in ACT
Chair: Carlos & Jean-Yves
Time: Every other week, 10am to 11am Eastern Time (16:00 Central European
Time most weeks)
Upcoming dates: September 19th, October 3rd, October 17th, etc.
What changed: This meeting is every other week instead of twice a month
NOTE: This meeting happens during the weeks where we do not have a TF
meeting.

*ACT Task Force meetings*
Purpose: get ACT rules ready for approval by W3C working groups, and
maintain the ACT Rules Format
For who: Everyone in ACT, although only TF members can formally vote
Chairs: Kathy & Wilco
Time: Every other week, 10am to 11am Eastern Time (16:00 Central European
Time most weeks)
Upcoming dates: September 12, September 26, October 10, etc.
What changed: The meeting used to be every week instead of every other, and
is now an hour later so that it is on the same time as the community group
meetings
NOTE: This meeting happens during the weeks where we do not have a CG
meeting.

*ACT office hours*
Purpose: Collaborate on pull requests, ask questions, get help,
introduction for new members. This meeting has no agenda. Feel free to join
and leave as your availability allows.
For who: Everyone in ACT
Chairs: Wilco
Time: Every four weeks, 8am - 10am, and 11am - 1pm Eastern Time (14:00 -
19:00 Central European Time most weeks)
Upcoming dates: September 26, October 24, November 21, etc.
What changed: This is a new type of meeting
NOTE: There is a 1 hour gap in this for the ACT Task Force meeting.
