Call for review: Tweak to definition of 'focusable'

Hello ACT rules,

This is a call for review to update the definition for focusable. The existing definition made an exemption for elements that quickly lost focus, but didn?t consider that the element might briefly lose focus and then quickly regain focus. This adds a clarification to the exemption to still consider this scenario as focusable.
