Call for Review - Frame has non-empty accessible name ACT-TF Feedback

Hello ACT rules,

This is a one-week Call for Review for updating "Frame has non-empty accessible name".
The changes improve scenarios related to inconsistencies in browser focus handling of iframes. The rule narrows scope to focus attention on iframes where the page author has not tried to hide the iframe.
