Call for review: Deprecate HTML page lang and xml:lang attributes have

matching values

Hey folks,

After extensive testing and discussion a while ago, ACT-Rules CG came to
the conclusion that the *HTML page lang and xml:lang attributes have
matching **values rule* should be deprecated. Since this rule was
originally written, browsers have improved in such a way that this is no
longer an issue. Browsers will now always use lang when present, regardless
of whether or not there is an xml:lang attribute.

This pull request marks this rule as deprecated. Once merged this rule will
go on to the deprecated rules list. This will also remove the rule from the
implementation pages. If you have any concerns or questions, please leave a
