Editors draft ACT Rules Format 1.1 for Secondary Requirements

The ACT Rules Format 1.1 Editors Draft<https://w3c.github.io/wcag-act/act-rules-format.html> is available for your review.

Most edits were to Section 4.4 Accessibility Requirements Mapping<https://w3c.github.io/wcag-act/act-rules-format.html#accessibility-requirements-mapping> to add a new section 4.4.1.2 Secondary Requirements. The new Secondary requirements mapping was to allow rules to map appropriate WCAG requirement as optional. This will help improve consistency for implementors since not all implementations test for all WCAG versions and levels.

Per the note in 4.4:
Editors note: The ACT Task Force is looking for feedback on the definitions of conformance requirement and secondary requirements. These are currently defined based on author intent, which is not necessarily as strict as many other definitions in this document. One possible solution could be to use "requirement strictness". Requirement B is considered stricter than A if every test subject that does not satisfy A also does not satisfy B, but that A can be satisfied when B is not satisfied.
The terms conformance requirement and secondary requirements are not yet finalized. The ACT Task Force is looking for alternative terms that could be more descriptive.
