RE: Call for Review for Visible label in accessible name update and

Hi everyone,

This is another call for review of https://github.com/act-rules/act-rules.github.io/pull/2101. The previous one was cancelled because we didn't have 3 reviewers from different organizations.


  *   This PR adds failed examples based on our discussions and resulting algorithm<https://github.com/act-rules/act-rules.github.io/issues/1458#issuecomment-1555077770>. The Expectation was also updated to use the "matching characters" glossary term.


  *   A related PR https://github.com/act-rules/act-rules.github.io/pull/2144 updates the definition of matching characters to fix a broken link.

Because many are on vacation next week, the call for review for both PRs is for 3 weeks and ends January 11th.
