Call for review: Add valid language to <html>

Hi again everyone,

The examples shown in Element with lang attribute has valid language tag<https://www.w3.org/WAI/standards-guidelines/act/rules/de46e4/2022-01-28/#:~:text=This%20rule%20checks%20that%20a%20non-empty%20lang%20attribute,for%20which%20all%20of%20the%20following%20is%20true%3A> have <html> without a lang attribute.

To remove unintended failures, a valid language was added to the <html> tag in each example in this PR: https://github.com/act-rules/act-rules.github.io/pull/2100

(The previous PR below was closed without merging.)

If you have any concerns or questions, please leave a review on the pull request by August 31st.

Thanks,

Kathy
