Hey folks,
This pull request migrates all ACT rules from WAI-ARIA 1.1 to WAI-ARIA 1.2.
We're doing this all in one go, so that we don't get into a situation where
some rules are on 1.1 and others are on 1.2, or worse, that a single rule
uses ARIA 1.1 in one place and ARIA 1.2 in another.
The result is that this pull request is significantly larger than most,
which is why this call for review will last 2 weeks. If you have any
