Call for review: Update format for rule names

Hey folks,

This pull request makes some slight changes to how rule names are
formulated. Specifically:
- Remove backticks, as those can not be rendered everywhere we use rule
names
- Remove single quotes, we do not need those
- Always capitalize the first word
