Call for review for small clarification in "Links with identical accessible names and context serve equivalent purpose"

Hello ACT rules,

A small Call for review, clarifying "Links with identical accessible names and context serve equivalent purpose" to make it explicit that the rule looks at the exact same context, not at separate but identical ones (which proved hard to define).
