Call for review: Remove 1.3.1 from presentational children rule

Hey folks,
This PR removes SC 1.3.1 from the Element with presentational children has
no focusable content rule, as the ACT Task Force feels that it is more
appropriate to only map this rule to SC 4.1.2.  You can see the change here:
